At this point they have secured five citizens already. It would be suggested the immunize somebody who will be confirmed later on.

Also, it would become a later issue that they are wasting Gertrude's vote. The way to deal with this is to COERCE (by diplomacy, or via Claude's role) suspects to vote for Chance without exiling him. This allows the Immunized players freedom to vote, while not allowing suspects to vote.
