A whip is an official in a political party whose primary purpose is to ensure party discipline in a legislature. Whips are party 'enforcers', who typically offer inducements and threaten punishments for party members to ensure that they vote according to the official party policy. A citizens only power is to vote during the day. I don't see a spy getting a power to then mess with that, like the Majority Whip seems to be. The way Claude said it--he gets to limit who people vote for, or be able to reduce them from even voting.
Also, I think Claude only outted the fact that he had his role because he said if Camilla wasn't a spy we could lynch him. It was out it, or he'd go.
Do you think it's a spy role or a citizen role, brod??

saying "oh a spy wouldn't get a power to mess with votes" is going back to trying to guess what the host would do, which is pointless. and in any case a power to mess with votes (like claude's) and thus mess with the innocent's only major tool (the lynch) seems spyish to me.
and claude said he claimed his role "to provide information". i don't think he ever claimed it was self preservation (even though that's probably exactly what it was).

i wud lean towardz cit role, but we cant no 4 sure. regardlezz, itz enuf 4 me 2 give him a pass dis week 4 a vote.
if it b a spy role, we all no about it, n e movez claude makes wit' it we will b able 2 watch.
if it b a cit role, den we aint got nothin' 2 worry bout.
im not about 2 vote 4 a persun dat haz a role 50/50 bein a cit 1.

I think that the role is clearly real, because Chance confirmed it. I also do not think it is good to speculate too much on whether it is a Cit or Spy role. It could be either, and we will never know for sure until either Claude has been eliminated or the game is over.
The only way we may determine Claude's alignment is to watch him carefully. Personally I would find it more likely for a Spy to out his role so early in the game, in an Episode where he was in danger of being voted out, knowing that he has bought himself time. He has bought himself some time, and I think it would be unwise to vote him for a few rounds, even.
